What is FF-ICE?

FF-ICE (Flight and Flow Information for a Collaborative Environment) is an ICAO concept that addresses the limits of the ICAO 2012 flight plan. The long-term aim is trajectory-based operations, where a flight’s trajectory is shared and optimised across every phase of flight. Its first release adds six services, used mostly before departure, that let airlines and air traffic management providers plan, file, update and cancel flight plans and exchange flight data. What are the business benefits of FF-ICE?

Airlines can test a route before committing to it. The Trial Service shows whether a flight plan would be valid and what feedback ATM would give, without actually filing it. That helps airspace users fly closer to their preferred trajectories and lets ANSPs plan their resources better. Each flight also carries a Globally Unique Flight Identifier (GUFI), so messages attach to the correct flight and not to a similar one.

Who owns the final product you create?

Is FF-ICE mandatory in Europe?

Yes. Under the EU’s Common Project 1 regulation (Regulation (EU) 2021/116), general air traffic flying under IFR in the airspace of EU Member States, Norway and Switzerland has had to submit FF-ICE flight plans since 1 January 2026. The mandate covers airspace users, ANSPs and the EUROCONTROL Network Manager.

Does the FF-ICE mandate apply to non-EU airlines?

Yes. EUROCONTROL confirms that third-country operators are included. The rule follows the airspace, so any IFR flight in the mandated European airspace is covered wherever the airline is based. Operators who file through a flight plan service provider may not need their own Network Manager B2B certificate, depending on the arrangement.

Can airlines still file ICAO 2012 flight plans in Europe?

The Network Manager still accepts them, but for mandated operators they now work mainly as a fallback. The Network Manager also handles flight plans for areas outside the mandate, so it will keep accepting FPL2012 for the foreseeable future. It also translates FF-ICE plans into the older format for ANSPs that are not yet FF-ICE enabled. Mandated operators who keep sending FPL2012 messages do not comply with CP1, and filing FPL2012 over AFTN is the contingency route if B2B services go down completely.

When will the ICAO 2012 flight plan be retired?

The global sunset date is 2034, agreed at ICAO’s 14th Air Navigation Conference in 2024. Until then, legacy and FF-ICE flight plans will run side by side, and regions are moving at different speeds. Canada, for example, has set 2029 for its FF-ICE transition and FPL2012 sunset. (Source: SESAR Deployment Manager )

What is the difference between FF-ICE Release 1 and Release 2?

Release 1 covers the pre-departure phase with six services for planning, filing, updating and sharing flight data. Release 2 will extend this to negotiation between airspace users and ATM service providers after departure. ICAO’s Release 1 provisions became applicable on 28 November 2024, and the post-departure provisions for Release 2 are still being developed. Organisations that build Release 1 on a clean, service-based architecture will have a shorter path to Release 2.
